Construction Project Controls Engineer US Embassy Europe Secret Clearance RequiredRO-Telligent, A Tetra Tech Company, needs a Project Controls Engineer in Europe for construction of New US Embassy Compound with State Dept. Bureau of Overseas Buildings Operations (OBO) in Podgorica, Montenegro. This is a live position, not a proposal. We currently have 4 people on the ground, you would join as the 5th. Requires a US Govt. Secret or Top Secret Security Clearance.The Project

• New US Embassy Compound (NEC)
  • New Chancery
  • Demolition of the existing chancery and temporary annex buildings
  • Marine Security Guard Residence (MSGR)
  • Shop Facilities and Utility Building (UTL)
  • Waste Treatment Facility
  • Recreation Facilities
  • Security Upgrades
  • The position is expected to last 30-36 months and candidates need to stay a minimum of 12 months.
  • Housing and transportation allowances provided.
  • Uplift includes 10% of base salary.
  • Benefits (medical, dental, vision, 30 days paid time off a year, paid round trip flights home).Position DescriptionYou will:
    • Manage operations of NEC project office as related to project's cost and schedule.
    • Perform full gamut of project controls report drafting and production (MS Office Suite), cost management, schedule management (Primavera), change order management, and submittal management.
    • Prepare reports and Independent Government Estimates (IGEs) and maintain a daily construction log.
    • Review construction contractor's monthly application for payment and advise NEC Project Director of findings.RequirementsUS Govt. Secret Clearance or higherUS Bachelor's degree in Civil, Electrical, or Mechanical Engineering, Engineering Management, Construction Management, Construction Engineering, or Architectural Engineering.Some Primavera Experience (don't have to be an expert).
      • Current US PE license can substitute for degree.
      • 7 years construction experience.
