The On-Site Program Manager will have the rare opportunity to
participate in the grand opening of Esther's Home, working closely
with the Executive Director to achieve state licensure, hire and
train the inaugural Esther's Home team, and set the tone for the
home, the staff, and survivors who will soon occupy it.Mirror
Ministries' mission is to respond to domestic minor sex trafficking
with the love of Christ through local education, intervention,
restoration, and aftercare. This mission has led us to establish
Esther's Home, a place where up to five girls aged 11-17 can live
for a year or more to achieve restoration from being trafficked.
Esther's Home provides comprehensive residential and therapeutic
services while fostering and maintaining a trauma-informed, safe,

backgrounds.On-Site Program Manager Job SummaryThe On-Site Program
Manager will have the rare opportunity to participate in the grand
opening of Esther's Home, working closely with the Executive
Director to achieve state licensure, hire and train the inaugural
Esther's Home team, and set the tone for the home, the staff, and
survivors who will soon occupy it.Responsibilities:
- Work with the Executive Director and the Board of Directors to
finalize the Policy and Procedure manual with a focus on phases of
client care, a specific resident allowance policy, and any
additional Esther's Home-specific trauma response (behavioral)
support to be included.
- Apply for, achieve, and maintain Washington State staffed
residential home licensure through DCYF, keeping scrupulous records
of all legal and regulatory compliance.
- Model strong rapport and trust-building skills for Resident
Advocates using trauma-informed engagement practices and a
strengths-based approach with residents who have experienced
significant trauma.
- Foster a nurturing, dynamic, and constructive environment for
residents; ensure a safe, home-like atmosphere where residents can
feel that they are not at risk for abuse.
- Support Case Manager and Resident Advocates with resident
crisis intervention and behavioral redirection.
- Ensure awareness of resident whereabouts (and line-of-sight
supervision as necessary); review and/or complete related
documentation as required.
- Coach Resident Advocates on the engagement, support, and
coaching of residents on healthy participation in the life of the
home; oversee resident progress on independent living skills,
including but not limited to personal care and food
preparation.
- Continuously model positive behavior, communication, and coping
skills using de-escalation, mediation, and problem-solving
skills.
- Ensure new staff members and volunteers are trained on all
aspects of resident care and relevant EH operations with support
from the Operations Manager.
- Screen or review and approve all prospective residents; ensure
residents receive an orientation.
- Review and approve all initial and updated service and safety
plans.
- Alongside the Therapeutic Program Manager, work closely with
on-site providers such as mental health therapists, equine and
horticultural therapists, teachers, and outside trainers to ensure
resident health, safety, and the highest quality and continuity of
care.
- Be available for after-hours emergencies.
- Respond to emergencies both on and off-site (such as resident
community outings).
- Facilitate staff meetings, house meetings, and
resident-specific interdisciplinary meetings.
- Check-in/debrief with Staff and Volunteers after significant
incidents or when otherwise helpful; review and approve incident
reports.
- Ensure mandated reporting occurs; reinforce the importance
often.
- Conduct and document Case Manager supervision twice per week or
coordinate with contracted Master's Level therapist for the same as
required by the State.
- Ensure adherence to Policies and Procedures.
- Ensure the safe, secure storage and administration of resident
OTC and prescribed medications.
- Dispense medication (as needed) and complete related
documentation; perform medication reconciliation and upload forms
according to policies and procedures.
- Oversee and ensure the safety and cleanliness of the facility
in accordance with agency protocols and State requirements. Report
all required State facilities management and resident data.
- Facilitate State-required fire and other emergency drills.
- Make and post the staff schedule, approve timesheets,
minimizing OT costs.
- Make and post the resident daily schedule, including
activities.
- Make and post the meal schedule.
- Coordinate and approve all on and off-site activities.
- Ensure continuous availability and provisions of regularly
scheduled meals and emergency food, water, clothing, blankets, and
any other client needs.
- Review and ensure accurate and timely case records, progress
notes, logbooks, and other required documentation with data entry
in the client management system.
- Be prepared to participate in or oversee meal preparation for
up to 10 clients and staff, depending on the shift.
- Ensure transportation for resident outings and appointments;
ensure safe operation of the agency vehicle in accordance with
State law and agency policy.
- Ensure adherence to organizational policies and procedures
around client confidentiality in any kind of communication.
- Maintain healthy boundaries and self-care; support healthy
staff boundaries and self-care.
- Embrace and promote Mirror Ministries' vision and mission in
the community.
- Other duties as assigned.Qualifications:Required:
- Bachelor's Degree in Human/Social Services or a related field
from an accredited school.
- Minimum of two years experience in Social Services in the role
of Advocate, Youth Counselor, or Case Manager with at-risk or
vulnerable populations, particularly those who have been victims of
sex trafficking or other violent crime.
- Prepared for regular after-hours supervision support.
- Must have an active and vital relationship with Jesus and be a
part of a supportive faith community outside of Mirror
Ministries.
- Must agree with the statement of faith.
- Must have reliable transportation, current auto insurance, and
a clean driving record.
- Must be comfortable with a wide range of responsibilities.
- Must be a professional, teachable, and humble servant
leader.
- Possess excellent interpersonal and supervision skills as well
as professional verbal and written communication skills.
- Knowledge and experience working with disadvantaged young
people in the areas of sexual abuse and assault, child
abuse/neglect, domestic violence, crisis intervention, juvenile
justice, substance abuse, mental health issues, public assistance
rights, and/or family dynamics.
- Willingness and ability to learn specifically about the
Commercial Sexual Exploitation of Children (CSEC).
- Understand complex trauma and its impacts on the brain and
behavior; ability to implement knowledge of trauma-informed care in
resident services.
- Ability to respond to and coach others in responding to crisis
and/or escalated behavior response with calmness, confidence, and
understanding.
- Ability to organize, discern, and problem-solve creatively and
under pressure.
- Experience and willingness to conduct presentations and
training to large groups.
- Detail-oriented, able to build forms, processes, and
systems.
- Working knowledge of Microsoft Office Suite.
- Flexibility and ability to respond to leadership directives
promptly.
- Must be faithful and committed to the role in a consistent
manner.Preferred:
- Master's Degree in Human/Social Services or related field from
an accredited school.
- Two or more years of experience in Social Services in the role
of Advocate, Youth Counselor, or Case Manager with at-risk or
vulnerable populations.
- Knowledge and experience working with disadvantaged young
people in the areas of sexual abuse and assault, child
abuse/neglect, domestic violence, crisis intervention, juvenile
justice, substance abuse, mental health issues, public assistance
rights, and family dynamics.
- Specific knowledge and experience in CSEC dynamics, advocacy,
and service provision.
- Experience with children/youth who have experienced CSEC.
- Familiarity with Tri-Cities agencies, law enforcement, and
service providers.Reports to: Executive DirectorSchedule:
Typically, 8 am-5 pm weekdays- flexible for weekend and evening
events or covering shift gaps.Location: Based out of Mirror
Ministries Esther's Home, rural Franklin County,
Washington.Additional Benefits: 9 paid holidays, 100 hours (2.5
weeks) of paid time off per year, company-supplied computer and
