Director, Compliance, Contracts & Budgets Headquarters, 333 John Carlyle, Alexandria, Virginia, United States of America Req #530 Wednesday, July 24, 2024 TITLE : Director, Grant Financial Compliance and Budget DATE PREPARED : July 2024 FLSA : Exempt DIVISION : Finance TRAVEL REQUIREMENT : None HOURS and SCHEDULE : Monday - Friday, 9:00am to 5:30pm (37.5 hours) with hybrid work schedule REPORTS TO : SUPERVISION EXERCISED : One Senior level and one staff level (grant and budget accountants) LICENSING AND CERTIFICATION : None GENERAL DESCRIPTION : The Director will perform a key management role within the Finance team and throughout the organization. Responsible for financial compliance, budgets, and reporting over approximately $50m annually in Federal grants. Director will also be responsible for reporting requirements related to private grants, and instrumental in the overall approximately $70m annual organizational budget formulation and execution ESSENTIAL DUTIES AND RESPONSIBILITIES : Federal Funding, Compliance, and Policies: Maintain and manage grants and funding, including compliance with federal award regulations Oversight of Federal drawdown and reporting process. Write, review or update grant and budget policies and procedures as prudent. Provide direction and instruction to all staff regarding funding and Federal compliance External Federal Reporting: Responsible for accuracy and timely submission of quarterly and annual reports to federal and private grantors. Communicate with funding liaisons and research reporting requirements and resolutions with funding sources Cost Allocations, Indirect Rates and NICRA: Develop and maintain allocation methods and processes to include fringe benefits, indirect costs, and rent/ facility allocations. Annual submission of Negotiated Indirect Cost Rate Agreement (NICRA) and management of indirect and fringe rate calculations Internal Project Financial Reporting: Technical oversight of project reporting and Project Status Reports (PSR's). Director collaborates closely with outside consultants, software vendors, and Finance management/team with monthly, quarterly, and annual internal reporting. Provides project reports to program staff and meets with departments at least quarterly to discuss financial progress and compliance. Manages project codes and accuracy of project cost tracking in general ledger Budget Oversight: Conducts thorough analysis of department budget estimates for completeness, accuracy and conformance with procedures and prevailing policies. Reviews monthly project analysis reports to ensure proper expenditures of funds against approved budget. Manages the annual budget process in heavy collaboration with the NCMEC leadership team and maintains the budget system throughout the year for re-forecasts Audit: Assists the Senior Finance Director with the annual audit process. Responsible for providing accurate documentation for Uniform Guidance Audit and preparation of SEFA. Director is lead with coordinating and providing funder-requested documentation for financial desk audits and compliance reviews Supervision : Provides guidance, metrics, and performance evaluations to grant team EDUCATION AND EXPERIENCE :

  • Bachelor's degree in Accounting, Finance or related field
  • Minimum of seven to ten years of accounting job experience applicable to Federal grant oversight and Unform Guidance with a non-profit or government contractor
  • CPA or partial completion of CPA is a plus KNOWLEDGE, SKILLS AND ABILITIES
    • Solid understanding of accounting theory, Generally Accepted Accounting Principles (GAAP) and Generally Accepted Audit Standards (GAAS)
    • Experience with grant management, including federal awards and Uniform Guidance (UG) and Government Audit Standards (GAS)
    • Knowledge and experience using cloud-based financial and budget software systems. Proficiency with project cost tracking modules. NetSuite and/or Prophix a plus. Advanced level of spreadsheet, pivot table and software proficiency with solid analytical capabilities
    • Excellent organizational and people skills, strong verbal/written communication skills, and ability to prioritize multiple tasks with a daptability, flexibility and ability to work as part of a team or in an individual capacity. Ability to manage, motivate, and develop staff
