created position will support the development, implementation and
management of projects in support of our growing virology portfolio
within Government Affairs (GA). GA is responsible for establishing
comprehensive strategies that aim to shape public policy, both
legislative and regulatory, using all relevant tools, including
advocacy, third-party and think tank engagement, public policy and
messaging development. The Director, Therapeutic Area Strategy -
Virology will support the development and implementation of
comprehensive government affairs strategies, and ensure strategies
are driven throughout all parts of the GA organization. The
Director, Therapeutic Area Strategy - Virology will be responsible
for connecting internal and external work and projects of varying
scope, size and complexity and spanning multiple partners. This
position will require strong leadership, partnership and teamwork
and will represent GA on many cross-functional teams. This role
will predominantly support the US, with some ex-US support.Core Job
Responsibilities
- Report to ED of Virology Strategy and will be a member of the
virology team, supporting GA virology product strategy development
and implementation. This role will help ensure alignment with
corporate US and global policy positions and commercial priorities.
This person will manage the annual strategic planning process,
resulting in comprehensive government affairs strategies that shape
the public policy environment for existing and pipeline products in
virology, namely HIV.
- Understand brand and business priorities in virology,
communicate priorities to partners across GA team and ensure GA
strategies are aligned with business priorities.
- Demonstrate thought leadership with Commercial and other
corporate functions to ensure pipeline and launch plans
sufficiently account for challenges and opportunities in the
external policy environment.
- Participate on cross-functional virology teams, representing GA
insights and priorities, and manage engagement with partners across
commercial and medical functions relating to GA workstreams.
Collaborate cross-functionally with internal stakeholders to ensure
alignment of strategies.
- Mobilize appropriate company resources to ensure implementation
of brand and therapeutic area government affairs strategies.
- Manage the development of proactive, comprehensive government
affairs strategies (annually and ongoing, as needed) that employ
relevant government affairs and tools, including policy
development, message development, coalition building, securing
third-party engagement and commentary, direct and indirect
advocacy, and creating and disseminating advocacy materials and
tools. Support the execution of these strategies by GA organization
and internal cross-functional partners.
- Where appropriate, lead engagement with third-party advocacy
organizations, and support third party position papers/analysis to
support patient access to Gilead's virology
portfolio.Qualifications
- Bachelor's degree required with 12 + years of experience in
government or corporate government affairs, public affairs, or
policy roles.
- Requires knowledge of US and international government policies
that impact the biopharmaceutical industry, as well as knowledge of
how governments make decisions and the types of input that can help
shape those decisions.
- The position requires the integration of political, policy,
communications, and government affairs expertise to develop and
execute effective strategies.
- Candidate must have experience in HIV policy; virology and/or
infectious disease experience is preferred.
- Must be able to be an effective participant on a commercial
team and be effective in interactions with cross-functional
partners. Strong business acumen, executive presence, relevant
experience in healthcare, and a baseline knowledge of key US and
international reimbursement systems is preferred.
- Candidate must possess strong analytical, critical thinking,
and interpersonal skills; the ability to speak and write
persuasively and with clarity; strong organizational skills;
flexibility and adaptability to changing requirements;
resourcefulness and creativity; strong decision-making capability,
judgment, and an ability to work collaboratively in a fluid
organizational environment.
- Candidate must have experience developing and implementing
strategy workshops and strategic documents. Strategy consulting
training and/or experience preferred.
- Candidates must have experience drafting messaging, briefing
documents, and presentations.
- Must work well in a team environment and enjoy working in a
collegial, yet highly demanding culture. Must be able to work
collaboratively with business leaders and other internal
stakeholders.
- Travel (25%) required.
- Experience in biotechnology/pharmaceutical industry or public
health is preferred.The salary range for this position is:
$201,025.00 - $260,150.00. Gilead considers a variety of factors
when determining base compensation, including experience,
qualifications, and geographic location. These considerations mean
actual compensation will vary. This position may also be eligible
for a discretionary annual bonus, discretionary stock-based
long-term incentives (eligibility may vary based on role), paid
time off, and a benefits package. Benefits include
